The decision to disengage should be based on what two things

What are the articulable facts that indicate risk to other citizens or law enforcement (5 things)
Interviews with family, friends, or witnesses
Information obtained from subject’s social media
Statements made by the subject during communication with LEO
Information obtained from another source
The physical location where the subject is barricaded
The final decision to disengage shall be made by whom
On scene watch commander
Disengagement is appropriate when all the following circumstances exist (4 things)
Criminal charges are minor or none
Reasonable negotiations or efforts to engage in dialogue with the subject have failed
No articulable facts that indicate risk to other citizens or LEO
Risk of entry/ tactical resolution is greater than the risk of disengagement
Prior to disengagement, non-intrusive means of gaining compliance shall be exhausted. Those methods include (3 things)
Communication with subject (various methods) from a safe distance
Request mental health co-responder (is available)
If mentally ill person in crisis- contact their provider for further information on their condition
If articulable facts indicate a risk to other citizens or LEO, it is MANDATORY for the commanding officer to consult with whom
Commanding Officer of SWAT
Watch commanders shall ensure what is done on the address (incident location) after a disengagement
Premise information within the CAD
Planned reengagement of a suspected mentally ill individuals shall be the responsibility of whom
Mental Health Co-Responder Program
