How is a bill passed?
After the legislative drafting;
first reading - bill is introduced;
second reading - bill is debated, opinions are given;
committee stage - individual clauses debated and amendments can be made;
third reading - voting;
given to upper house where procedures are repeated;
Royal assent if successful; back to lower house if unsuccessful
Role of Governor General?
- representative for the queen
- gives ‘royal assent’ for legislation to be passed
- ensures that the Federal Executive Council always acts lawfully
What is meant by delegated legislation?
Made by non-parliamentary bodies such as councils
Role of Senate and House of Representatives?
The Senate represents the 6 states and 2 territories, the House of Representatives represent the different federal electorates. Both houses, debate and pass bills and represent people of Aust.
