The persona couldn’t answer her questions and she couldn’t answer his. There are more wider questions of the death, of her way of life and of the changing world. The repetition highlights her frustration.

A startling contrast to the noise and energy of earlier in the poem. It also sounds enforced as if it took a strong force to silence her.
“I could not answer her, I could not understand her”
The repetition highlights the persona’s frustration at the communication barrier
“She wore men’s boots when she wore any”
Men are associated with strength and hardcore labour - but she goes a step further and doesn’t even wear shoes
“water flouncing into them”
Transferred epithet - the flouncing portrays the energy of Aunt Julia
