The concrete is assumed to carry a constant shear force Vc, and the stirrups need only be designed for the shear force Vs in excess of that carried by the concrete.

Poisson’s ratio
The ratio of the shearing stress to shearing strain during elastic behavior. It is often called the modulus of rigidity.
