Strategic Plan Overview
The Department has created a bold vision for the future, which has been memorialized in our Strategic Plan. The Strategic Plan has 4 goals.

Freeway Shootings
ISSUE:

Occur at a rate of .93/day - most occurring in major metropolitan areas.
Law: 830.2 of the Penal Code give us our peace officer authority
Vehicle Code gives us our primary jurisdictional authority
Policy: CHP will investigate all crimes and incidents that occur within our jurisdiction.
PSD tracks freeway shootings, and ACF produces a report. Timely notification is key

Legislative Complaints

The Department accepts constituent complaints through members of the Legislature.
Policy: The commander, in consultation with OSR, shall draft an interim letter directly to the legislator and complainant.
Complaint time frame is 30 days.

Performance Appraisals
ISSUE:

Performance appraisals evaluate performance of critical tasks during a prescribed rating period. They are used to assist employees in establishing methods for increasing individual effectiveness.
Policy: Annual reviews required to be completed and sent to HRS within 60 days of date.
Retention is current plus four years in P-file.

Opportunity for Relationship: When done consistently, timely and in an unbiased manner, the relationship with the employee is strengthened and encourages employees to reach their fullest potential.
Notifications
ISSUE:

Timely notification of emergencies and unusual occurrences to the appropriate Assistant Commissioner is necessary for the continuity of departmental operations.
Policy: GO 100.80 guides commanders in the execution of timely notifications.
- Any incident that is included in GO
- Any incident that may reflect favorably or unfavorable on the Dept.
- If circumstances require administrative action by HQ/Executive Mgmt
- If the magnitude of the incident garners attention or info to allied agencies, other governmental organizations, or news media
ACF will notify OSR for any incident requiring legislative notification.
Division is required to hold commanders accountable for timely reporting, and any late notification requires explanation to ACF.

Transportation of Prisoners
ISSUE:
RESPONSE:
we all must recognize the security risks to the CHP, departmental vehicles, and the public posed by the presence and transportation of prisoners.
Policy: Personnel shall take all reasonable steps to ensure prisoners do not escape by way of, or gain control of, departmental vehicles. MVARS shall be activated when transporting prisoners.
As control measures, prisoners shall be seatbelted, shall secured with the prisoner securement device, child locks and secure park shall be activated, and POV fobs should be removed when officers are not in the vehicle.
Reporting prisoner escape: shall make immediate notifications to supervisor and comm centers. The escape and all actions/attempts to apprehend the prisoner shall be documented on the arrest report.

Political Fundraiser Event
ISSUE:

It is the policy of the CHP to conduct state business solely on the basis of merit, and without favoritism or discrimination.
Any employee, while on duty and/or in uniform, shall not participate in politics relative to the election or appointment of any public official.
Name and Generic Rank (such as Peace Officer) may be provided, but the CHP shall not be included.

Political Stuff
ISSUE:

Department’s policy is that it would be inappropriate for an employee to make a political statement, verbally or otherwise, while on duty or in uniform.
In the summer of 2020, Executive Management communicated a directive ensuring personnel do not display the thin blue line (which is a political movement) on any state equipment or any personal item in view of the public while on duty.

Training
ISSUE:

The CHP’s training program is to provide quality service to the public by improving the knowledge, skills, and abilities of employees through a comprehensive and flexible program of training and development.
It is also the Department’s policy that we consistently meet all POST training requirements, and that training is tracked through the Department’s ETRS.
As of December 24, 2020, all in-person training has been cancelled, will be completed at a later date and time. The only exception is range with COVID related measures in place.
Professional Training Section has a dashboard that tracks all Area office training. I can reach out to PTS and get a monthly report to track Area training accomplishments and deficiencies.

Public Records Act
ISSUE:
RESPONSE:
The PRA process provides access to information concerning the conduct of the Department, and is a fundamental and necessary right of every person.
PRA requests can be submitted in writing, over the telephone, email, fax, letters, or in person.
Statutory requirement that PRA response happen within 10 calendar days. Opportunity to request a 14-day extension for good cause, so long as an interim letter is sent within 10 days.
Request can be made at any CHP office, and requester’s name and ID is not required.
SB 1421 required certain records maintained in peace officer personnel file and records associated with use of force incidents, be made public pursuant to PRA.
AB 748 required video and audio recording related to critical incidents be made available to the public within 45 calendar days.

Detective Program
The CHP has instituted a Division Detective Program that deploys a sufficient number of properly trained and certified detectives to support Area investigations and ISU.
