Tactical Scenario - LT Prep

Opening:

A
  • Introduce self and acknowledge that it’s challenging and simultaneous incidents.
  • Priorities: Life safety, incident stabilization, and property preservation
  • Goal: Provide objectives and strategies, relieving them of need to organize larger police response, ensuring use of the 4 C’s, and emphasizing de-escalation and slowing momentum

Tactical Scenario: Early Actions LT should ensure Patrol Sergeant takes:

A
  • Side incidents: quickly talk about handling on the way to the area (ensure a Sgt is assigned to each scene)
  • At critical scene:
    • Inner/Outer Perimeter: 360 containment, restrict foot and vehicle traffic, Air Unit to assist and check
    • Intelligence Gathering/Sharing: FW (SWAT work-up, suspect information, motivations), Officers on scene: “Use intelligence effectively”
    • Evacuations: Location, recording of who was evacuated (Numbers, location, etc)
    • Immediate action teams:
      • Makeup: Lethal, Low lethal, hands on, verbal, Tac Vehicles (40MM, Shield, Breaching tools), K-9, led by sgt, supported by Rifle Officers w/spotter
      • Objectives / Strategies / Location, re-emphasize slow the momentum.
      • Contingencies: Surrendering, fleeing, presenting a threat to officers
    • Communication w/suspect to surrender (Phone, bullhorn, air unit PA)

Tactical Scenario: LT Duties

A

(If this incident isn’t resolved with the suspects surrender, I will take command)

  • Taking command: Change call sign, Level 2 Call Screening, split radio channel
  • Create a good ICP: Name it, out of sight, good communications, large enough for resources.
    • Establish ingress/egress routes into and out of CP and Staging area
    • Units Needed: Scribe, Medical, Staging Manager, CIU, Media Staging, PIO, Media Liaison (with message)
    • Contingency team: 4 Officers, Down Officer/Citizen rescue, pursuit, additional IAT
  • Notifications: SWAT Commander, CNT, Captain, PIO, WC, Proper Investigative unit
  • Transition to end: When situation gets static and suspect placed in custody….
    • Additional notifications, FIT/CIRT, Captain, Chief, PEER Support

  • Officer wellness, PEER Support, Significant Event Report, Chaplin, and Debrief
  • Citizen Healing: RECAP, COP, Office of Community Engagement, TIPS, Faith Based Leaders, TRIP
  • Media Interview:
    • Share Successses, let community know its safe
    • We are great at transparency when force is used. Equally important to be transparent when critical incidents end peacefully. We need to share successes. It should not be newsworthy only when it ends in an OIS.
