Who is the duty holder under the CAR 2012?
Either the owner of the premises if vacant or the tenant if they are occupying under a repairing lease.
What are the TWO main types of asbestos survey?
- Management Survey – to locate and assess, and advise on its management during occupation and use of the premises. No sampling of materials or
- Refurbishment and Demolition (R&D) Survey – Required where a premises is being refurbished or demolished. Samples and materials are taken and analysed, and management recommendations are made.
Are you aware of any guidance for working with asbestos?
Asbestos Essentials are HSE Publications which guidance to comply with the Control of Asbestos Regulations 2012.
What was the process of removing the asbestos cement debris discovered on site?
The debris was removed in accordance with Asbestos essentials A11 (removing asbestos debris)
Preparation
- Ensure safe access
- Ensure appropriate PPE is worn
Procedure
- Dampen AC with spray
- Gather/ scoop AC debris into Asbestos waste bag.
- Clean contaminated surfaces with damp rags and adhesive tape and dispose in asbestos waste bag, tape close.
What was the process for removal of the cracked sheets?
If the existing asbestos sheets were to be drilled into they would be in accordance with Asbestos Essentials A9 (Drilling holes in asbestos cement (ac).
Preparation
- Ensure safe access
- Restrict access
- Ensure appropriate PPE is worn
Procedure
- Protect surfaces from contamination with taped 500 gauge polyethene sheet.
- Tape up the drilling points to prevent crumbling and use a gel to control fibres
- Use a class H Vacuum to control fibres
- Remove all preparation equipment and dispose as asbestos waste
Were the asbestos debris removal works at Unit 15 Abbey Road notifiable to the HSE?
Yes they were Notifiable, Non Licensed Works.
The Asbestos contractor notified the HSE of the NNLW with asbestos prior to undertaking the works.
When should the HSE be notified for asbestos works?
When the works are either licensed or Notifiable Non-Licensed Works (NNLW). If the licensable work then the HSE must be notified at least 14 days before the works start on site.
