A11(1) freedom of assembly and association including joining trade unions it is aqualified right, can be limited by the state if necessary, lawful, proportionate & for a legitimate aim
-A11(2) sets out that rights can be restricted if they are for prevention of disorder and crime or in the interest of national security, health, morals.
-states have a MOA meaning they can interpret rights differently and they have discretion.
