No, an arrest can be made with or without a warrant

that he is under arrest and the reason for his arrest. should also be cautioned

When an indictable (or either way) offence is being committed or has been committed.

What is the caution?
You do not have to say anything but it may harm your defence if you fail to mention something which you later rely on in court.
What are the consequences of the caution not being given?
The arrest will still be lawful but there may be evidential consequences.
