- Government paid colonels to set up regiment
- Militia system was improved because each parish had to make a list of all men (18-50), so ballots could be held, the chosen was forced to serve for 5 years.

- Only wealthy families afford to bought a commission.

Shortened the length of service for soldiers, 6 years in army and 6 years in reserve. Created a pool of experienced reserves

Regiments with a local barracks and two linked battalions, one at home and one at abroad. Soldiers could join local regiment and fight alongside men from the same county.
