High-Rise Incident Fire Resource Assignments
First Engine
Recon / Fire Attack
- Exterior Size-Up
- Initiate IC
- Access Knox Box keys
- Check annunciator panel for fire signal location and type
- Make contact with building personnel if possible
- Identify stairwells
- Pass IC
- Size-Up each floor on way up to floor of alarm / fire
- Wait for 2 Out before IDLH
First Truck
Recon / Fire Attack
Assigned to work with First Engine
Aerial Ladder ops if immediately needed for rescue
Second Engine
Water Supply / Lobby Control (Lobby)
Captain & FF assume Lobby Control Unit (Access/Accountability/Routing)
-Systems Control Unit (Electrical Supply / Smoke Removal / Elevator)
Engine Driver - water supply and connect to FDC
*Assign Additional Resources
Third Engine
Assigned to work with the First Engine
Fourth Engine
Establish Staging (2-3 floors below fire)
Fifth Engine
To Staging
Second Truck
To Staging (Consider assigning to floor above fire)
Aerial Ladder ops if immediately needed for rescue
Third Truck

RIC Engine
Assigned engine on 1st Alarm
- Check in with Lobby
- Locate 2 floors below reported fire
- Report to IC until RIC Group Supervisor arrives
- A RIC group should be established at each stairwell where fire companies enter an IDLH
Second Alarm Units
First Arriving Engine on 2nd Alarm: Establish Base
Minimum 200’ from building
All other 2nd Alarm units to Staging through Base
3rd Alarm & Greater Units
All units to Base

All units should bring equipment appropriate to their assignment. No personnel should go into building with empty hands.
