Enumerated Powers
The enumerated powers of the United States Congress are the powers granted to the federal government of the United States by the United States Constitution
Implied Powers
In the United States, implied powers are powers that, although not directly stated in the Constitution, are implied to be available based on previously stated powers.
Necessary and proper clause
[The Congress shall have Power . . . ] To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.
Bicameralism
Bicameralism is a type of legislature that is divided into two separate assemblies, chambers, or houses, known as a bicameral legislature.
Divided Government
when control of the executive branch and the legislative branch is split between two political parties, respectively, and in semi-presidential systems, when the executive branch itself is split between two parties.
Trustee
A trustee is a person or firm that holds and administers property or assets for the benefit of a third party.
Delegate
delegate. an elected official who follows pubic opinion and does what the people desire.
Politcio
Legislators should follow their own judgment (that is, act like a trustee) until the public becomes vocal about a particular matter, at which point they should follow the dictates of constituents.

The United States House of Representatives is the lower chamber of the United States Congress, with the Senate being the upper chamber.

The residents of a congressional district or state.

Activities of members of Congress that help constituents as individuals; cutting through bureaucratic red tape to get people what they think they have the right to get.
credit claiming
ocuses on the things a legislator claims to have done to benefit his or her constituents – by fulfilling the congressional casework function or bringing money for mass transit to the district, for example.
bill
A bill is a proposal for a new law, or a proposal to significantly change an existing law.
