AP-341-503 - Technical Evaluation of Replacement Items Flashcards

1
Q

AP-341-503
A replacement item is considered like-for-like if one of the following applies:

A
  1. The item is provided from the original equipment manufacturer (successor companies that maintain equivalent quality controls are acceptable), and has not been subject to design, materials, manufacturing, or nomenclature changes.
  2. The item was purchased at the same time and from the same supplier, as determined by the purchase date, shipping date, date code, or batch/lot identification.
  3. Evaluation of the item confirms that no changes in the design, materials, or manufacturing process have occurred since the procurement of the original item.

Q

AP-341-503
A design change is not required if the equivalency of the (_ _ _ _ _ _ _ _ _ _ _ _) of a replacement item is established. The basis for this premise is that the SSC’s design has not been altered.

Q

AP-341-503
The knowledge of (_ _ _ _ _ _ _ _ _ _ _ ) of a ML-1 and ML-2 item is essential for performing technical evaluation of a replacement item. The original item’s procurement specification and/or its design criteria (i.e. applicable codes and standards) are sources of its ( _ _ _ _ _ _ _ _ _ _ ) for design. When ( _ _ _ _ _ _ _ _ _ _ ) of the item are not known then ( _ _ _ _ _ _ _ _ _ _ ) of the original item must be determined in accordance with ( _ _ _ _ _ _ _ _ _ _ _) prior to proceeding with technical evaluation of the item.

Q

AP-341-503
The like-for-like replacement items procured from a vendor who is not on the IESL for supplying the subject items require dedication in accordance with (_ _ _ _ _ _ _ _ _ _ _ _).

A

Technical Evaluation of Replacement Items

AP-341-703 Item Dedication

A like-for-like determination shall not be based solely for item manufactured to meet the same industry standards as the original item that is to be procured from a vendor who is not on the Institutional Evaluated Suppliers List (IESL) for supplying the subject item. Meeting those same industry standards may be a necessary condition, but may not be a sufficient condition for a like-for-like determination.

The two ways the technical information can be obtained (in a like-for-like replacement item evaluation) are:

A

Technical Evaluation of Replacement Items

1. Published Supplier Controlled Documents
− Part drawings
− Assembly drawings
− Supplier catalogs
− Supplier technical manuals
− Supplier product specifications
− National codes and standards

2. Supplier Technical Information Obtained from Other Than Controlled or Published Documents
The source of information is the most significant factor in attaining confidence that the technical information provided by the supplier is correct.

When the replacement item is different from the original, the procurement is called (_ _ _ _ _ _ _ _ _ _ _ ), and an ( _ _ _ _ _ _ _ _ _ _ ) is necessary to verify that the ( _ _ _ _ _ _ _ _ _ _ _) is equivalent to the original and thus suitable for its intended application.

Q

AP-341-503
The equivalency evaluation includes the following three things:

A

**Technical Evaluation of Replacement Items

Identification of the change(s) in design, material, manufacturing process, configuration, form, fit, or function of the replacement item that is different from the original item
Evaluation of the change(s)
Confirmation that the change(s) does not adversely affect the current design or safety functions of the item

Q

Equivalency evaluations are not to be used as the sole basis to accept items. Selection and verification of the identified critical characteristics by appropriate acceptance method (s) in accordance with (_ _ _ _ _ _ _ _ _ _ _ _) is required to verify the acceptability of the replacement item.

Q

AP-341-503
What are the two approaches that may be used for evaluating alternate replacement items and determining whether they are equivalent to the original and, therefore suitable for its intended application(s)?

A

Technical Evaluation of Replacement Items
1. Comparison of Critical Characteristics for Design
2. Evaluating the Effects on Bounded Technical Requirements

17
Q

AP-341-503
The equivalency evaluation includes the following three things:

A

Technical Evaluation of Replacement Items

Identification of the change(s) in design, material, manufacturing process, configuration, form, fit, or function of the replacement item that is different from the original item
Evaluation of the change(s)
Confirmation that the change(s) does not adversely affect the current design or safety functions of the item

18
Q

AP-341-503
A determination of the most appropriate approach (for evaluating alternate replacement items) should be based on what four factors?

A

Technical Evaluation of Replacement Items
A determination of the most appropriate approach should be based on the following factors:
1. The type and extent of physical changes made to the alternate item
2. The complexity of the replacement item
3. The design function(s) of the replacement item
4. End-use application(s)

19
Q

AP-341-503
This approach (to equivalent replacement item evaluation) is typically used in situations where the specifications and other design output documents for the replacement item are not controlled as technical baseline documents, which is commonly the case for subcomponents and parts of components.

A

Technical Evaluation of Replacement Items

Comparison of Critical Characteristics for Design.

Determination and evaluation of critical characteristics for design of replacement items that do not have specifications and drawings provide a basis for concluding whether the replacement items are equivalent to items currently installed in the facility.

20
Q

AP-341-503
The process for determining critical characteristics for design is described in (_ _ _ _ _ _ _ _ _ _ _ _).

A

Technical Evaluation of Replacement Items

AP-341-607, Determining Critical Characteristics for Design of Safety Related Items

21
Q

AP-341-503
Critical characteristics for design are properties or attributes that are essential for the item’s (_ _ _ _ _ _ _ _ _ _ _ ) as credited in the ( _ _ _ _ _ _ _ _ _ _ ). These are identifiable and/or measurable attributes of a replacement item that provide assurance that the replacement item will perform its ( _ _ _ _ _ _ _ _ _ _ _).

safety design function.

22
Q

AP-341-503
This approach (to equivalent replacement item evaluation) is most effective at the component or system level, where the design output documents (such as technical baseline specifications and drawings) are available.

A

Technical Evaluation of Replacement Items

Evaluating the effects on Bounded Technical Requirements

Determination and comparison of critical characteristics for design, as such, are not required in these situations because the technical requirements related to the design basis functions and requirements (such as design codes) have already been established through the design activities and are included in the design output documents.

25
Q

AP-341-503
A generic equivalency evaluation is based on the particular item’s design function(s) in a given or worst-case application.

A

Technical Evaluation of Replacement Items

generic equivalency

The end-use application establishes the bounded technical requirements or design basis requirements that the item must meet.

The generic equivalency evaluation establishes the critical characteristics for design based on those design functions and facility application(s) on a generic basis but allows the actual design requirements to be identified and compared on a case-by-case basis.

Generic equivalency evaluations are suitable for commodity-type items such as resistors, capacitors, O-rings, belts, lubricants, fasteners, and, in some cases, even more complex devices such as relays and breakers.
