They could borrow money, sell land, request money from the states, make foreign policy, settle state disputes, build and army/navy.
Congress could not regulate trade
Why: states rights
Problems:
States would fight
States would coin own money
States would place tariffs on imports from other states
Eventually would lead to local economies suffering

Unanimous vote required to amend articles
Why:
All 13 states agree to the Declaration and AOC
If all 13 agreed to these 2, then it should take all 13 to change AOC
Problem:
Stuck with terrible governmental System
What does article 3 of the AOC state?
Each state forms a league of friendship for their common defense, security of their liberties, and their mutual and general welfare
Each state commits to defend each other against any attack
To ensure friendly relationships between people in different states anyone living in one state has the same rights as someone in another ( if someone charged as a criminal in one states runs away to another the givenrmt has the right to bring him back to first state, any official records and etc made in one state will be shared with others)
What does article vi say?

1 vote per state
Why: So all states are equal and can maintain sovereignty
Problem:
Force states to provided aid
Consider states before nation
Larger states interests not represented
Congress could not maintain standing army
Why:
Oppress
Britain used the army to take away the rights of its citizens
Problem:
Could not protect states against internal struggles
Other countries
No president to enforce laws passed by congress
Why: did not want their liberties to be threatened
Problem:
Checks and balances
States could refuse to obey laws that congress had passed
States had more power than the federal government
Unicameral
is the practice of having one legislative or parliamentary chamber. Thus, a unicameral parliament or unicameral legislature is a legislature which consists of one chamber or house.
No national court system
Why:
Court packing- place people in court who support your decision.
Problem:
13 different interpretations of the law
13 different interpretations of punishment
9/13 required to pass state laws
Why: congress thought that if they got a majority of the states to agree, it would result in less conflict and more agreement between everyone. (ie better laws passed)
Problem:
it was hard to get that many states to agree and therefore not a lot was passed.
