Bootleggers- sold on redistilled industrial alcohol
Hijackers - stoke smuggled alcohol

What problems led to the ending of prohibition?
Impossible to enforce, public demand for alcohol, people do not respect the law, policeman and judges took bribes or were involved themselves (corruption)
Also there was no tax on alcohol so government lost money.
