is a POLITICAL QUESTION.
3/4 vote of ALL ITS MEMBERS
Constitutional Convention
If Congress calls for Constitutional Convention by itself or asks the people whether there should be such convention, Congress knows best. No one can question it in a court of law. It’s a POLITICAL QUESTION.
But if it does call a constitutional convention
There must be 2/3 vote by all members of Congress to call one.
There must be a majority vote of all of Congress to ask the people to call one.
And if a constitutional convention is indeed called, it is NOT ABOVE AND BEYOND THE CONSTITUTION. It must follo the present Cosntitution still.
Rules on Initiative
NOT self-executing
Once every 5 years from ratificatio of this Constitution.
If
the petition
has the written/attached proposal
and
read and SIGNED PERSONALLY
by
at least 12 % of the total registered voters
and
at least 3 % of the registered voters of in each legislative district..
And when COMELEC deems the petition sufficient…
Then that’s the change is proposed.
If self-executing, what are the rules on initiative.
Congress’ choice of mode in proposing amendments is a political question.
Manner of Submission to the people–by social media, by publication in newspapers, etc.

the Plebiscite rules
Manner of submission to the people is a POLITICAL QUESTION.
Pleabiscite must be set 60-90 days from “approval?” of said change.
Only one plebisite (which may coincide with special or regular election), for ALL changes.
