How to amend the constitution

A

Step 1: Both houses of congress pass with 2/3 majority OR 2/3 of states have to request a constitutional convention (never used)
Step 2: 3/4 of state legislators have to ratify the amendment for it to take effect OR 3/4 of the states have to hold ratification conventions (used only for 21st amendment)
