It guarantees unenumerated rights, (rights not spelled out in the Constitution) belong to the people

Powers not given to the federal government belong to the states or the people. Reserved powers
11th Amendment
prohibits the Federal courts from hearing certain lawsuits against states
12th Amendment
Separate elections for President and Vice-President in the Electoral College
13th Amendment
Slavery is abolished except as a punishment for convicted crime
14th Amendment
Citizenship clause (all persons born or naturalized in the US are citizens,) States cannot deprive any person of life, liberty, or property, without due process of law, Citizens get equal protection of the laws,
15th Amendment
Citizens have the right to vote regardless of race, color, or previous condition of servitude (African-American men right to vote)
