What is the title of AMBP 310?
Work Management and delivery in ET Operations (A Safe System Of Work)
Purpose And Scope of AMBP 310
Identifies the responsibilities placed on ETO employees involved in ensuring a safe system of work is established and maintained.
Explains the interaction between roles and responsibilities, in the safety rules, NSI’s and AMBPS.
All work falls into one of three categories of work which are defined in AMBP 310
When and how frequently should tool box talks be held?
- AM/PM twice a day minimum
- Before significant changes
- When PIC deems necessary
- Change to SSOW
- When PL decided, documented in the RAMS
What is Category 1 Work?
Work on or near the system to which the safety rules apply.
There will be a documented SSOW developed by a PL.
A Safety Document is issued for all Catergory 1 Work.
Safety Document recipient for NG work will be a PIC, SSOW will be complied with and maintained.
What is Category 2 Work?
Planned work on or near the system to which the safety rules apply requiring a documented SSOW, developed by the PL.
The SSOW is pre assessed at the planning stage and SFTS can be achieved by limiting the work or work area and no safety document is required.
What is Category 3 Work?
Work where the safety rules do not apply and there is no safety from the system implications.
There Shall be a documented SSOW developed by the PL.
State some Responsibilities of a Team Leader.
- For Cat 1 + 2 work identify the SAP/PL
- Clearly identify scope of the ETO work
- Ensure work is allocated to people with correct competencies, experience and authorizations.
- Ensure availability to assist in resolving issues that may arise.
- Monitor compliance with working time directive.
- Sufficient time and resources allocated to their team to develop SSOW both in prep and delivery stage
- Ensure appropriate welfare facilities available.
- ETO assurance and compliance inspection audits.
- ensure work is sensibly monitored.
State some responsibilities of a Zonal Support Engineer.
- Responsible for the technical support functions needed to safely manage the locations and deliver the work.
- Work with the work force strategy team, TL’s, SSE to ensure training needs are identified and records are accurate.
- AMBP 120 assurance inspections.
State some responsibilities of a OHL Team Engineer.
- Manage Category 2 work including routines.
- Supervise, Sensibly monitor delivery of work.
- During all work be available to assist in resolving issues.
State some responsibilities of a SAP.
- Review work to be done and proposed controls within the PL’s SSOW.
- Decide which category of work it to applied, SFTS controls.
- Ensure SSOW for each piece of work is consistent with the safety rules and relevant NSI’s
- Develop documented SFTS controls, explain them to the PL, PIC.
- For Cat 1 work monitor
- Undertake sensible monitoring of work delivery, record findings using sensible monitoring form.
- Decide to hold SFTS toolbox talk with PL and members of the working party.
- Ensure WO’s are available to allow booking of time.
State some responsibilities of a Project Leader.
- For all categories of work PL shall be someone with sufficient technical knowledge, experience and competence to ensure work is done safely.
- Ensure RAMS are produced following requirements of 311 and develop SSOW.
- Submit RAMS to SAP along with SSOW, SAP to manage SFTS
- Manage overall delivery of work, ensuring adequate levels of supervision are provided during each work element.
- Nominate PIC for each stage of the work, ensure they understand the SSOW.
- Ensure temporary works are managed to AMBP 309.
- Before work starts ensure a TBT is held, involve all relevant parties (contractors) if required. Specify frequency of TBT’s. Can be PL or SAP
- During work be available to assist in resolving issues that may arise involve SAP, SSE, TL and ZSE.
What are the elements of a SSOW?
- Establish a safe work area/work environment.
- Co-ordination and control of work, and work areas to ensure activities do not adversely affect each other.
- Management of work areas.
- Provision and use of correct work equipment.
- Use of safe methods of work documented in method statements.
- The provision of information, instruction, training anf supervision to those involved in the work.
- Selection of suitably authorized and competent persons for each work activity.
- Supervision of employees and sensible monitoring of contractors.
- Reporting hazards/near miss incidents into national grids incident management system (IMS)
- Review to ensure safety arrangements are working as expected and any lessons learned are identified.
What is General Safety?
The provision and maintenance of Safe access and egress, a safe place of work, a safe working environment, and the correct use of PPE.
What is the Definition of a Project Leader?
An ETO employee allocated by the planning process, having sufficient skills, knowledge, competency and experience to safely project manage tasks comprising the allocated project, work or maintenance. The PL develops and maintains the SSOW.
