Explain agent safety considerations that must be observed during conveyance searches

Explain the connection between space accountability and confined space entry
While conducting space accountability (measurements inside and out of conveyance accounting for any hidden compartments or areas) could result in confined spaces being discovered. Those confined spaces can only be entered by an agent with specific training and a supervisor should be contacted if there are any questions.
What is the definition of “smuggling”?
the illicit movement of humans or contraband into or out of the United States
What are the two types of smuggling organizations?
Alien Smuggling Organizations (ASO)
Drug Trafficking Organizations (DTO)
What are some principles of conveyance searches?
Make the scene safe
Use search teams (2 person minimum = no one goes in alone)
Verify the number of people aboard and whether they are armed
Separate crew and passengers from the conveyance during the search
What should be considered before a safe search can be conducted?
Location, size, and condition of conveyance
Visible evidence of armed crew/passengers
The number of people on board
The number of agents available to assist

What is a confined space?
Any area with the following characteristics:
- size of area and configuration (large enough that it can be “entered”)
- limited or restricted means for entry or exit
- not designed for continuous human occupancy
Examples: storage tanks, sewers, tunnels, aircraft cargo holds, fuel tanks
What are the three greatest risks posed by confined spaces?
Oxygen deficiency
Flammable atmospheres
Toxic atmospheres
Are AMO agents allowed to enter confined spaces?
Only after successfully completing confined spaces training
Is AMO responsible for damages resulting from a conveyance search?
No, but inform supervisor of a destructive search
Owner can seek payment for damages through a tort claim
What are vessel modifications that my indicate smuggling activity?
Fresh paint
Freshly painted water line for heavily laden vessels
Tacky sealants
Areas where fresh fiberglass or paint has been applied
Any areas where it looks like something has been modified
What are aircraft modifications that may indicate smuggling activity?
Altered fuel tanks Altered compartments New wooden panels on one side and old on the other False walls Screwed-in drawers or panels Fresh flooring/ceiling materials
