Operational Control
Exercise of authority over initiating, conducting or terminating a flight
Prior to initiation of a flight, what PIC must determine?
- qualified and current
- aircraft deemed airworthy and any restriction or limitation
- can flight be conducted within parameters of ops manual and ops spec
When is PIC required to contact BRD when offshore overnight?
at sunrise to start a 2 hr cycle, even if no flight is required. this does not constitute a flight release, unless check is made with appropriate ops control manager
Prior to beginning operation offshore each day, PIC calls OCM when?
Not later than 30 minutes after the start of the day for flight release

What weights are used for W&B?
only actual weight or solicited weights plus 10 lbs used
Passenger manifest includes
passenger weight, passenger names, and cargo weight
407 loading envelope
- min pilot 170 lb
- lateral imbalance may not exceed 300 lbs when gross weight exceeds 5000 lb
Specific types of operations authorized?
- pilot may remove, inspect and reinstall chip detector plugs IAW manual
2.may accept, handle and carry hazmat - Use only actual weights when determining W&B
- RLC may use MEL and shall be aboard every aircraft
Aircraft accident def.
occurrence that takes place between person boards the aircraft with intention of flight and have disembarked. person suffers death or serious injury, or substantial damage.
RLC overdue procedure
1-5 minutes:
Flight Followers (FF)
1. notify ops sup
2. FF attempt to locate with radio
3. FF should ask for relay
4. FF sat phone and text
6-10 minutes

Recording discrepancies
Report to DOM
AOG Report
if there is an interruption to service, ops sup will be notified of AOG report, Pilot will fill out AOG report as soon as practical.
MEL flight crew responsibilities
- Determine inop equip is MELable
- will not affect safety of flight
- determine alternate equip is operative
4.review maintenance logbook to assure proper write up and sign off
MEL scheduled repair categories
Cat A- repaired within time interval specified in MEL
Cat B-repaired within 3 days
Cat C- repaired within 10 days
Cat D- repaired within 120 days
Prior to refueling ONSHORE
A. no unnecessary vehicles within 50 ft
B. Thunderstorms within 5 miles
C. No smoking within 50 ft
D. Fire extinguisher is available
E. Connect bonding cable
F. Unnecessary electrical equipment turned off
G. Caution if wearing Nylon clothing
H. adequate lights
I. bond fuel nozzle to aircraft
Refuel with aircraft not running
A. no passengers will be aboard the aircraft
Refueling OFFSHORE
A. first RLC Pilot at platform must sump and inspect prior to taking fuel
B. Report status to FF to include PSID
C. If weather prevents from shut down, pilot must inspect sample prior to refuel
D. ensure security of fuel system is locked and pump turned off
E. Document on FSO and report to FF in Gallons
Floating suction fuel tanks wait time
A. floating suction fuel tanks allow tanks to settle for no less than 30 minutes prior to dumping and sampling.
B. if location does not have filter/seperator, allow tank to settle 1 hr per foot of tank depth/fuel amount. (example 96 inches of fuel , wait 8 hours)
How much fuel sump is too much?
A. After 5 gallons of fuel dumped, notify lead pilot.
B. check fitting and lines for leaks
C. Ensure PSID reads less than 15 psi
D. if higher than 15 psi notify fuel manger ASAP
E. check fuel level and notify Ops Sup if less than 500 gallons
Out of service fuel system
A. Lock out/Tag out with name, time, and date
B. notify fuel manager and ops sup
C. only fuel department my remove Tag
Hot refuel
A. sufficient qualified personnel are available to refuel, pilot remains at the controls.
B. passengers remain 50 ft or one level below deck.
C. passenger will not board or disembark during hot refuel nor cargo loaded or unloaded
D. All doors, windows, and access points that allow entry shall be closed
Passenger Brief guide
A. stress on ground avoidance of TR, MR, instructions on loading cargo, don’t rush or run, to remain clear of aircraft during shutdown.
B. smokin prohibited
C. use of seat belts
D. Location and means for opening emergency exits
E. Location of survival equipment
F. if Over water, Ditching procedures and use of flotation equip to include: life vest use, not to inflate until outside, inflate by oral tube, pull plug on battery, don’t tamper with CO2 cartridges, location and use of life raft, remain together and near the aircraft
G. location of fire extinguisher
H. personal electronic devices are to be turned off
I. Sterile cockpit procedures
Emergency Passenger Briefing
in an emergency or accident, PIC will brief and/or assist the passengers in the appropriate procedures
Who’s trained on hazmat handling?
pilots, dispatchers, base operations specialist, ground support
safety reporting
Hazrep has been established to provide a description of observed and unsafe occurrences and tomato safety improvement suggestions.
Stop Work Authority
as and RLC employee, you are responsible, encouraged, and authorized to stop any work that does not comply with documented procedures, government regs. or safety culture. A HAZREP must be submitted.
Helicopter VFR flight
shall not be operated over cloud or fog banks where a power failure would result in a descent into cloud or fog, or the pilot does not have visual reference to the surface
