Different types of licences:
ON, OFF, SPECIAL, CLUB
ON licence: Alcohol consume on premises
OFF licence: Alcohol consume off premises
SPECIAL licence: Extended licence conditions, or applied for temporary licence (i.e. event)
CLUB licence: Members, guests of members and members from other clubs may consume on premises
