Informal adjudication
is when an agency makes a particular decision which does not result in a rule or affect an individual in a way which requires formal adjudication. Notice of the decision is required, along with a brief statement of the reasons for the decision (i.e., handbooks, manuals or other internal docs).
Due process & entitlements
Property interests in government benefits, triggering due process, arise from legitimate claims of entitlement created by statute, wherein the statute provides objective qualifications defining eligibility, a property interest exists.
Ex parte contacts
The APA prohibits most ex parte contacts in formal adjudication; including with the President & Congress.
