-Non-compliance will generally require a difference to be filed with ICAO by a contracting state.

-A difference may or may not need to be filed depending on the content.

Five objectives of air traffic services?
- Prevent collisions between aircraft
- Prevent collisions between aircraft on the manoeuvring area and obstructions on that area
- Expedite and maintain an orderly flow of traffic
- Provide advice and information useful for the safe and efficient conduct of flights
- Notify appropriate organisations regarding aircraft in need of search and rescue air, and assist such organisations as required.
