Q

The Statement of Operating Intent and Usage is a key document that underpins Type Certification. What does it provide?

A

The broad operating parameters within which the aircraft must safely operate.
More precisely:
- A description of roles and operating environment of a Defence aircraft
- Unambiguous descriptions of roles and associated flight profiles to support design usage spectrum assessments and associated airframe and engine structural integrity management regimes
- Clarity of operating environment in terms of intended physical and ground environments, area of operations, airspace access requirements etc. to support definition of TCB

10
Q

When is a CPP required?

A

All acquisitions and modifications need a Certification Program as detailed within DASR 21. Therefore all acquisitions will require a Certification Program Plan as well as most Major Changes to Type Design.

19
Q

What does the issue of a Military Type Certificate signify?

A

That the Type Design of a product complies with the appropriate airworthiness standards defined in the Type Certification Basis. The MTC and associated certification process fully accounts for all aspects of intended role and usage articulated in the SOIU

20
Q

What does TCDS stand for?

A

Type Certification Data Sheet

21
Q

What is a Type Certification Data Sheet?

A

It is a companion document to the MTC and describes: - the basis of certification,

  • Lists any associated Military Certification Review Items (MCRI),
  • Details characteristics and operating limitations, and
  • Includes details of each aircraft added to the TCDS.
22
Q

Describe the relationship between the MTC and the TCDS.

A

Where the MTC is a one page approval instrument, the TCDS is the document that contains the relevant detail about the aircraft Type

23
Q

What does MRTC stand for?

A

Military Restricted Type Certificate

24
Q

When is a Military Restricted Type Certificate issued?

A

When an aircraft does not meet the requirements for issue of an MTC, but for which an equivalent level of safety has been demonstrated through both:

  • Compliance with the appropriate TCB established by the Authority, and
  • The imposition of restrictions regarding the intended use of the aircraft.
25
Q

What does a Military Restricted Type Certificate provide?

A

A useful way of highlighting a specific safety deficiency, and emphasises the essential treatments applied to effectively manage the associated risk.
Example situations:
- temporary, specific and significant design deficiency
- significant but temporary role restriction
- significant and enduring design deficiency that is not consistent with Defence’s normal level of safety

26
Q

What does MSTC stand for?

A

Military Supplemental Type Certificate

27
Q

Who issues a Military Supplemental Type Certificate?

A

The Authority

28
Q

What does a Military Supplemental Type Certificate certify?

A

A major change to the type design by any eligible Design Organisation.
This may result from change of configuration, operational role, or specification of the aircraft Type.

29
Q

What does STCDS stand for?

A

Supplemental Type Certificate Data Sheet

30
Q

What is a Supplemental Type Certificate Data Sheet used for?

A

Specifies any associated limitations and conditions to a MSTC

31
Q

What does MCoA stand for?

A

Military Certificate of Airworthiness

32
Q

When is a Military Certificate of Airworthiness issued and to what?

A

It is issued to an individual aircraft that conforms to the Type Design approved under the product’s MTC. This also requires and modifications, repairs or production deviations installed on the aircraft to be approved under DASR 21.

33
Q

Who is responsible for continuing validity of the MCoA?

A

The aircraft operating organisation. If it becomes invalid, the aircraft operating organisation is responsible for returning the aircraft to an airworthy condition to restore validity of the certificate.

34
Q

Why is an MCoA considered ‘live’?

A

It can be invalidated by an unairworthy condition present on an individual aircraft e.g. due maintenance, defects, etc.

35
Q

What does MRCoA stand for?

A

Military Restricted Certificate of Airworthiness

36
Q

What is a Military Restricted Certificate of Airworthiness?

A

It performs the same functions as a MCoA but is issued where the aircraft Type Design is currently subject to a Military Restricted Type Certificate

37
Q

Once an aircraft has been issued a Certificate of Airworthiness how is its validity maintained?

A

By carrying out all required Continuing Airworthiness tasks and maintaining IAW the Aircraft Maintenance Program (AMP)

38
Q

What does AMP stand for?

A

Aircraft Maintenance Program

39
Q

What is the purpose of an Aircraft Maintenance program?

A

To establish what maintenance is required, when it is to be carried out and how it is to be performed - to maintain ‘continuing airworthiness’ of the aircraft or component.

40
Q

Where is an aircraft’s Aircraft Maintenance Program detailed?

A

Within the relevant organisation’s Maintenance Organisation Exposition (MOE) and Aircraft Technical Maintenance Plan (TMP)

41
Q

What does an Aircraft Maintenance Program contain?

A
  • Details of all maintenance TBCO i.e. scheduled maintenance, associated procedures, and standard maintenance practices.
  • Frequency of maintenance
  • Specific tasks linked to type and operations
  • Instructions issued by DASA (Airworthiness Directives [AD])
  • Instructions for Continuing Airworthiness (ICA)
  • Additional instructions (error capturing methods)
  • Pre-flight inspection tasks accomplished by maintenance personnel
  • Reliability program
42
Q

What must the Military Air Operator develop and run to monitor the effectiveness of its maintenance programs?

A

It must develop and run a Reliability Program.

43
Q

What functions must a MAO Reliability Program perform?

A
  • collection of item removal rate and failure data, plus analysis to identify trends and/or substantiate assumptions.
  • This leads to resolution of reliability issues by taking effective corrective actions e.g. amendments to the maintenance program to alter task frequencies.
  • Therefore, over a period of time, an Operator’s AMP evolves based on its own operational experience.
44
Q

What is a Critical Maintenance Task?

A

A task that involves the assembly or disturbance of a system or any part of an aircraft, engine or propeller that, if an error occurred during its performance, could directly endanger flight safety.

45
Q

What are some error capturing methods used in FAA?

A
  • Quality Assurance Steps,
  • IMIs
  • Functional checks
  • etc. (more listed in MRD manual)
46
Q

Who is responsible for establishing procedures for the identification of Critical Maintenance Tasks and associated error capture methods and where must this be included?

A

The CAMO and it must be included in the AMP.

The CAMO may be able to get assistance in this task via the MTC Holder who may ask this of the OEM.

47
Q

Where is general information about an aircraft placards and markings found and what are their purpose?

A
  • The aircraft Type Certificate Data Sheet

- They inform aircrew and maintenance staff of relevant safety information

48
Q

Where is specific information on the locations and content of mandatory placards and markings found?

A

Within the aircraft Instructions for Continuing Airworthiness
