Eye for an eye, doesn’t aim to change behaviour, punishment fits the crime, E.G: 25yrs for murder rest of life on license

Change behaviour, forward looking, lowers recidivism

Deterrence (individual: features)
Punishes individual to prevent recidivism. E.G: scared straight.
