  • Charles needed money:
  • FINANCIAL CRISIS
    (only 25% compliance for ship money)
  • TREATY OF RIPON
    (£850/day)
  • Charles didn’t believe he had done anything wrong during personal rule, he believed it was his divine right.
  • Charles wanted to regain political control:
    1. He needs to settle grievances with Parliament
    2. Charles tries to remove Radicals from Parliament, as he feels they are leading Parliament astray (five members later on)

Parliamentarians were united under the same key aims:
1. Stop personal rule from happening again
2. legislation created to restrict Charles’ royal prerogatives
strategies:
remove evil ministers
Parliament is united in what they oppose yet, divided in prevention.
e.g. religion, some want anglican some want puritan
e.g. ministers, how should they be removed? death? imprisonment?
