- 1842 3.3 mil signatures rejected 287 to 49
- 1848 under 2m votes lots of fake signatures want to take to parliament stopped by 7000 troops (4000 pc 85000 special constables)

- After rejection they formed idea of general strike which is described as ‘sacred month’
- limited support for sacred month so O’Conner backs down
