Ici is here and là-bas is there. Là is used for both whenever it’s not relevant to be precise, which is rather different from how English does it, with its obligatory distinction between far and close things.

To just give you one example, you’d use “je suis là” to announce your presence to someone (as in, “Hello, I’m here” where you’re not establishing any contrast between here and there). But if you’re telling a friend about something you saw in the news and they ask you details that you can’t possibly know, having just seen the news report, you’d tell them “J’en sais rien, je suis ici et pas là-bas” (I don’t know, I’m here and not there).

Là used to mean there and là-bas there+below, and some pedagogical material will give that as their meaning, but that’s quite incorrect and has been for a while.
