Modifiers: méi zài - are not
Ta zài - That person is (verb).
Modifiers: ta men - people
méi zài - are not
Further, if a person is doing something to an object, you can say - Ta zai (verb) ta de (object).
Wo zài (verb). - I am (verb).
Modfiiers: méi zài - am not (verb).
wo men - we are (verb).
Zhé (person) meì zài (verb), ta (other person) zài (verb).
The (person) is not (verb), the (other person) is (verb).
Modifiers: This also works with shi and bù shi.

Tá zhéng zai wū zi li bian (action).
Modifier: If you change “li” to “wái” it means you are doing it outside.
