In this case, sun cream is not doing an action, sun cream is the object being applied. The active version would be:
Someone should apply sunscreen every 2 hours.

What are intransitive verbs and how does it affect active/passive sentences?
Intransitive verbs are verbs that cannot have an object. This means if there in an intransitive verb, the sentence cannot be passive.
e.g. Mahana sleeps peacefully.
Sentences with intransitive verbs must be active because the subject must do the action. The action can’t be done to the subject.
Why must sentences with intransitive verbs be active?
Because the subject MUST do the action, the action cannot be done to an object. This means you have no other noun/object to flip the sentence to make it passive.

Marina went to the park.
No, it has an intransitive verb.
Can the following sentence be made passive?
Dad carries the packages.
Yes, the packages can be carried.
Can the following sentence be made passive?
The family laughed together.
No, there is no object.
