anyone who cann afford it can pay for a solicitor

most motor insurance policies offer cover for help with legal fees
policies for home insurance will offer cover for legal claims arising such as a visitor being injured on the premises
before the event insurance- no known legal claim
after the event insurance- alongside conditional fee

solicitor and client agree on a fee that would normally be charged
this is for if they win the case

means testing:
income support automatically qualify
for others gross income must be low
then disposable income must be low
if di is below maximum they will pay monthly contributions
