ADO must determine if the sponsor has any open grants older than 4 years. Or, that have not had a payment request for 18 months or more.
If so, ADO must obtain the reason why and Sponor’s plan to address them.

FAA ADO approves grant → FAA Office of Governemnt and Industry Affairs reviews and sends electronically to → DOT Office of the Secretary who notifies → appropriate congressional office who publicly announces the grant

Once Congressional Notification is complete → FAA ADO publishes grant on their website. This is official notification to Sponor that ADO has the authority to issue the grant for the project.
ADO can also notify the sponsor directly
