What are the two models of criminal justice and who were they created by?
Packer 1969
-Crime Control model
-Due Process model

-Innocent until proven guilty
-There should be a necessary obstacle course prosecution have to overcome before conviction
-Courts should follow previous set out procedures
-Police powers should be limited and given by courts
-Try’s to prevent corruption
-Fairness
Crime Control Model
-Guilty until proven innocent
-More police powers
-Speedily prosecuted, convicts and punishes ‘probably guilty’
-Tough on crime
-Easier for corruption
-Focus’ on finding truth or establishing factual guilt (don’t care about how or why)
-Moves through cases quickly
Factual Innocence (DP)
Must be proven guilt with well established evidence collected without means of corruption or contamination
Factual Guilt (CC)
Means someone probably committed the crime
Public Order Act (2023) (CC)
Police powers should be expanded to make it easier to investigate, arrest and convict.
