Green paper

An initial report to provoke public discussion.

A
Formal draft which is presented to Parliament.

First reading
A
Bill is first introduced. It is read out, then voted to move it to the next stage or not.

Second reading
A
Bill is debated and voted on again.

Committee stage
A
Small group of MPs examine the bill and propose amendments.

Report stage
A
Bill is reported back to whole house and amendments are voted on.

Third reading
A
No changes are allowed in this stage. Bill is either accepted or rejected.

Ping pong stage
A
Bill is passed between the houses to look at amendments. HoC have the final say.

Royal assent
A
Monarch will approve the bill. Becomes an Act of Parliament.
