what are the two types of processes?

what is the green paper?
The green paper is the process of a public consultation regarding the new law.
What is the White paper?
It considers formal proposals for reform.
what is the ‘bill draft’?
After the papers, a draft is presented at parliament named the ‘bill’.
what happens when a law enters a new house? (stages)
- First reading
- second reading
- committee stage
- report stage
- third reading
- royal ascent.
first reading?
the first reading is where the bills name is read out and it’s aims are read out, then a formal note.
second reading?
main debate takes place then another vote.
Committee stage
representatives look closely at the ‘bill’ to address any issues- suggest amendments.
report stage
the committee reports back to a full house who all decide the amendments.
third stage
the final vote on the bill.
Royal ascent
monarch signs bill, cannot refuse because it is symbolic as head of the state.
what is the judicial process?
laws made by judges in court, providing that the new law is followed in future similar cases.
example of a judicial process case; Donoghue v stevenson
2 friends went to a cafe and one of them drunk ginger beer, that had snail remains in. The woman became ill and decided to sue the manufacturer and won the case.
- ‘Duty of care’ was decided from court by manufacturer to women.

what is the neighbour principle?
