This was an Important TP as it was the first time the needs to AA in poverty were provided for.

however can be argued that reconstruction era was the most important TP as it set the foundations in which civil rights activists could build on to make improvements. 15th amendment 1870, grants black male suffrage, by 1872 elections 12% of office was held by AA.
However, significance of act is diminished as loopholes in the 15th was exploited by Mississippi as it allowed voting qualifications in Mississippi adopts new state constitution, resulted in AA vote 190,000 - 8000 in 2 years.

However the most important TP was the 1950’s as it made fundamental progress to end segregation and discrimination which was vital for the passing of the CRA 1964.

LBJ presidency may be seen as an important TP for AA civil rights as he attempted to support those in poverty by signing the Economic opportunity act 1964, this aimed to attack grass root poverty and provided vocational training for those who struggled with employment.
however, he didn’t mean to directly benefit AA, it was only that they made up a large proportion of people in poverty, therefore it can not be seen as a TP.

the inter-war / new deal era was the most important TP for AA economic civil rights. due to the actions of A Philip Randolph and his pressure on Roosevelt to establish A Fair Employment Practice Commission 1938.
resulted in AA working in Aircraft industries for the first time
25% increase in those working in iron and steel industry
employment in Gov. service 50,000-200,00.
However, as a third of AA was below the poverty line by 1992 it can be argued there was no real significant TP.
