What is a green paper, white paper?

A

Green paper is a statement of government intent. Printed on green paper. It contents are more of a tentative nature, and its object is to seek opinions and feedback on proposals rather than to announce firm policy.

A government white paper is a statement of government policy presented to parliament, indicating the legislation the government intends to introduce.
Printed on white paper, provides factual basis for parliamentary debate.
