A

clearance

A

a general term used to describe the accomplished procedure of de-energizing electrical lines and equipment or immobilizing mechanical equipment and applying lockout to permit hands on work. clearance includes the placing of protective cards as specified in this book. for high voltage it involves isolating workers from all sources of energy which may be hazardous to the worker including the draining of trapped electrical or mechanical energy which may have been retained or built up. for high voltage this means that all possible energizing points are open with visual isolation. for high voltage the clearance shall be issued by the operating authority in terms of clearance to place temporary protective grounds as required. note: for distribution systems the person in charge of switching is the operating authority.

direct supervision

A

a qualified person giving his/her undivided attention to an employee(s) working on or near energized lines, equipment or at any hazardous location. he/she must remain at the specific location where the task being carried out and shall not perform work on any part of the job except that being performed by the worker. the person giving direct supervision must be equipped with the necessary tools and safety equipment to render assistance if required or shall have someone on location who is qualified and equipped to give such assistance.

A

any ground connected only to the h2 of transformer and not a ground rod or system neutral. multiple connections to the system neutral or pole grounds prevent this

Temporary Protective Grounds or TPGs

A

approved conductive devices of sufficient current carrying capacity designed to connect a ground source to de-energized conductors and electrical apparatus to carry any source or electrical energy to the ground source. temporary protective grounds are placed to create a low resistance path to ground on an isolated circuit in the event of accidental energization they cause the circuit protection device to trip which limits the duration of fault current flow.

Ground or Grounded

A

an approved, uninterrupted conductive connection, between electrical conductors or equipment and the earth. the connection must be of sufficiently low resistance and of adequate current carrying capacity to achieve its purpose.

voltage

A

a measure of electrical potential. All “high voltage” herein is quoted in terms of phase to phase voltage. All “low voltage” herein is quoted in terms of phase to ground voltage.

A

the designated, qualified person responsible for overseeing the work at a specific location regardless of normal title or classification. for every day work group, including those working under the direction of a multi-crew job coordinator, there must always be a designated “person in charge”
