This law allows a distressed parent to give up a baby
safely, legally, and confidentially

Under Oregon’s “A Safe Place for Newborns” Law, the following are authorized safe
infant surrender facilities:
Birthing Clinics
Doctor Offices
Fire Departments
Hospitals
Police Stations
Sheriff Offices
In the event that an infant is brought to a fire station for surrender under the “A Safe Place for
Newborns” Law, you are directed to do the following:
- Contact dispatch and place yourself out of service
- Contact C103 and your battalion chief
- Determine if the newborn
o Is 30 days of age or younger as determined to a reasonable degree of
medical certainty; ando Shows no evidence of abuse. Important: If the infant shows any sign of
abuse, immediately notify dispatch and have police and an ambulance
dispatched. Do not try to restrain the parent. Collect any identifying
information that you can (i.e. description of clothing, hair color, license
plate number, direction of travel, etc.) - Follow the instructions outlined on the Guidelines for Authorized “A Safe Place
For Newborns” Facilities form - Contact the Multnomah County Child Welfare Office at 971-673-7112
- Provide any support that the infant needs
- Complete the “A Safe Place For Newborns” Report Form and give it to the social
worker who comes for the baby
Multnomah County Child Protective Services will immediately dispatch a social worker
to your location; this could take up to ____. Please remember that the parent is in an
extreme amount of distress at this time. This law allows them the option of leaving their
