f) A “Tackle” occurs when the ball carrier is held by one or more opponents and is
brought to ground. A ball carrier who is not held is not a tackled player and a tackle has not taken place. Opposition players who hold the ball carrier and bring that player to ground, and who also go to ground, are known as tacklers.
Opposition players who hold the ball carrier and do not go to ground are not
tacklers. The tackle must include the use of arms. Where the ball carrier is taken to ground, the referee will call “Tackle-Release”.
Note: at this point the ball carrier must release the ball. The Tackler should have already released the ball carrier and rolled away. They may rejoin from behind and through the ‘gate’

Tacklers may play the ball from the direction of their own goal line provided they have complied with the above responsibilities and a ruck has not formed.

An arriving player must be on their feet and join from behind their offside line.

A player may join alongside but not in front of the hindmost player.

A player must bind onto a team-mate or an opposition player. The bind must precede or be simultaneous with contact with any other part of the body.
Players must join the ruck or retire behind their offside line immediately.

Players who have previously been part of the ruck may rejoin the ruck, provided they do so from an onside position.
Sanction: Penalty.

All the players involved must be bound to the maul and must be on their feet and moving towards a goal line. Open play has end.

9. Fouls (Sanction: Free Kick)

When a player and an opponent are running for the ball, neither player may charge or push the other except shoulder-to-shoulder.

An offside player must not intentionally obstruct an opponent or interfere with play.

A player must not intentionally prevent an opponent from tackling or attempting to tackle the ball-carrier.

A player must not intentionally prevent an opponent from having the opportunity to play the ball, other than by competing for possession.

A ball-carrier must not intentionally run into an off-side team-mate to obstruct the opposition. A player must not obstruct, or in any way interfere with an opponent while the ball is dead.
