What is a countermeasure?
A
A “reaction” to a prior internationally wrong act, these are non violent acts which are illegal but become legal when executed in response to a states illegal act

What is the difference between countermeasures and retorsion?
A
Retorsion is an unfriendly act in response to another unfriendly act - no laws broken unlike a countermeasure

Reprisals include violence whereas countermeasures do not
