Q

Overall judgement of success of central government?

A

Overall Henry improved efficiency

However also significant that his tight hold on finances caused such resentment as to threaten rebellion. This never occured, however, so still overall more a success

Q

How was Henry’s control of local government still limited?

A
  1. Lacked paid officials in the localities to enforce his law, so in order not to rely on powerful famlies to enforce law and make them more powerful, had to rely on nobility and gentry (had ways and means of limiting their power though)
  2. JPs still dependent on other officials bringing offenders to them - local officials reluctant to as it made them unpopular, and local offices frequently left unfilled

Q

Overall judgement on success of strengthening local government

A

Had more control over greater nobility through bonds, gained loyalty by choosing second-ranking nobility, extended power of JPs so made people increaingly willing to take on roles as gave them increased social prestige and status

BUT still very reliant on goodwill to enforce his law - corruption of local officials

Q

Was the infrequent calling of Parliament a weakness?

A

Not really

  1. Other courts were fulfilling Parliament’s role e.g. Council Learned
  2. Avoiding asking for money for war etc
  3. Parliament used to pass Acts of Attainder, done more at the start and end of his reign
