The process of safely removing protesters from specially designed devices used to obstruct law enforcement from their duties. This process is completed by utilizing tools and specialized training by the Saturation Team.
Field Force Extrication (FFE)
A squad of officers and a supervisor who are specially trained to defeat protester devices.
Saturation Team
A device, or improvised device, which physically or mechanically connects a person (or animal) to a stationary object in violation of the law. These devices used as force multipliers to create confusion and delay law enforcement response in order to complicate civil disorder incidents (i.e., bicycle locks, chains, tripods, sleeping dragons). They are designed to cause confusion, disruption, and heavily tax public safety resources while attracting media attention.
Protester Device
A safety zone around the locked protesters created by officers which renders the area safe for the Saturation Team to utilize their tools. The ________ must be created (and maintained) by isolating the protesters using locking devices from the other protesters, the general public, and the media.
Buffer Zone
A verbal announcement given to citizens to inform them of the law they are violating and the consequences of such violation. The use of a dispersal order must be authorized by the Incident Commander. The order will be read multiple times (depending on the circumstances) to citizens involved in the act of civil disobedience. The person reading the order (and the time) must be documented.
