What is Referral?
A
- VLRC are referred a matter for investigation from the Victorian Attorney general
- Can also refer a minor matter of community concern

- VLRC undertake a vigorous process of consultation (6 months - 3 years)

A
- VLRC prepare a final report for parliament
- Report is submitted to the state Attorney general to be tabled in Vic parliament
- Report contains findings or recommendations for law reform

- Vic parliament acts (or doesn’t) in response to the report
