VEHICLE REGISTRATION
RA 4136
- Known as the Land Transportation Code of the
PH. - This is the basic law regulating land
transportation in the PH.it is the principal law that govern the land transportation in the Ph.
RA 4136
- The letter and numeral prefixes as well as the colors are based on the date and place of registrations and purposes of the registered
motor vehicles. This exclusive for one vehicle only

PUBLIC UTILITY VEHICLES (for hire)
GOVERNMENT
DIPLOMAT
- MV’S used for personal use of their owner.
➢ Green plate is intended for private vehicle/ for personal use only.
PRIVATE (not for hire)
- primarily for the conveyance of passengers and other commercial goods (AUVs, jeepney,
taxicabs and school buses) , 3 letters and 3
numbers
➢ yellow plate is for profit/ income
PUBLIC UTILITY VEHICLES (for hire)
- MVs owned by the government offices and are used for official purposes only.
➢ red plate is for gov vehicle, they are the only one who is allowed to use the letter (S) in the plate number.
➢ RED (MAROON) with white background.
GOVERNMENT
- issued to foreign diplomats and consuls assigned in the PH.
➢ Ambassadors na naka assign dito sa PH (ex: China, America etc.,)
➢ Blue and white
DIPLOMAT
- refers to the optional MV plates having preferred
inscription for the purpose of establishing
personalized identity of the mv to registered
owner

THREE CATEGORIES OF VANITY PLATE
LIMITED EDITION
PREMIUM EDITION
SPECIAL PLATE
- consists of 4 or max of 6 character either all
numberic or all alphas.
LIMITED EDITION
- it consists of 6 characters , a combination of numeric-alpha ( reverse of the current license plate number)
PREMIUM EDITION
- consists of 3 alpha character and number
ranging from 1- 100.
SPECIAL PLATE
- Driving a MV in the PH is not a RIGHT but it is PRIVELEGE granted by the PH gov’t and it
may be revoked
DRIVERS LICENSING ( RA 4136 and RA 10930)
- no person shall operate any MV without first procuring a license to drive.
DUTY TO PROCURE LICENSE (SEC 19 of RA
4136)
- every and any licensed operator of a motor
vehicle
DRIVER
- the authority in the form prescribed by LTO
granted to a person to operate MV that is either nonprofessional or professional driver’s license.
DRIVER’S LICENSE
- mandates that a drivers license may be
confiscated for violation of RA 4136, the rules and regulations issued by the commissioner and of local traffic rules and regulations
CONFISCATION OF DRIVERS LICENSE (SEC 29 of RA 4136)
- Pursuant to Memorandum Circular No. 515-
2004 dated 25 may 2004 , it shall be used in
apprehension of all violations and it is strictly required to be issued to apprehend driver/operator at the site and time of
apprehension. - 3 days validity
TOP (temporary operator’s permit)
- issued if the mv is impounded . It is
accomplished by apprehending officer and
validated by the MV CUSTODIAN assigned at
impounding area.
IRMV (Impounding Receipt of Motor Vehicle )
- It is a case wherein the apprehended operator admits his violation cited on his TOP.
ADMITTED CASE
- is a case wherein the apprehended
violator/operator signifies his intention to
oppose the violations indicated in the TOP
CONTESTED CASE
- issued to a person who desired to learn how to drive he cannot operate a vehicle unless
accompanied by duly licensed driver with
appropriate restriction codes for the motor
vehicle to be operated by student driver
STUDENT DRIVER’S PERMIT
CLASSIFICATION OF DRIVER’S LICENSE
a. NON PROFESSIONAL DRIVER’S LICENSE
b. PROFESSIONAL DRIVER’S LICENSE
c. MILITARY DRIVER’S LICENSE (MDL)
- They shall be restricted to operate mv up to 4500 kgs, gross vehicle weight . possessed a valid student
- Driver for at least 1 month
- Identifying color is GREEN.
RESTRICTION
- 5 years validity
- Issued to owners of privately owned mv or those not for hire or paid for driving.
- Applicant must be at least 17 years old.
➢ Hindi ka pwedeng mamasada or gamitin na pang hanapbuhay.
NON PROFESSIONAL DRIVER’S LICENSE
- Issued to a driver hired or paid for driving or operating MV whether private use or for hire to
the public applicant must at least 18 years old. Renewable for 5 years (NOW). - Applicant must possessed a student driver’s permit for at least 5 months or non pro for 4
months. - Identifying color is RED
PROFESSIONAL DRIVER’S LICENSE
- enlisted personnel of AFP operating MV’s
owned by government shall be licensed in
accordance with RA 4136 but no license or
delinquency fees shall be collected thereof. - All licenses so issued shall bear the words “FOR
GOVT VEHICLES ONLY” plainly marked or
stamped in the red inks across the face thereof. - SEC 20 ,RA 4136 ( a MDL cannot operate
privately owned MV) - SEC 20 , RA 4136 tourist can operate mv given for only 90 days.
➢ Foreign license applicants can only be issued non-pro driver’s license
