Q

に “indication of time”used to indicate a precise time or date.

A

水曜日にテストがあります(there is a test on Wednesday)
(I woke up at 8)
(I will graduate in June)
but does not apply to ‘today’ or ‘tomorrow’ as its not a precise time or date
今日にテストがあります does not work
今日,テストがあります (correct) today we have a test

Does not apply: time in relation to now

〜時 (“when”) in this case refers to a specific moment or situation, so it still qualifies as a precise “trigger” — and we use に to mark that timing.
→ (It snows when it’s cold / at the time it’s cold)
→ (I met a friend when I was lonely)

Here, 時に functions kind of like a time capsule — “at the moment when X happens” — which makes に appropriate.
