- Early stage = before disaster strikes and quality of life is normal
- Relief = medical attention, rescue and overall care
- Rehabilitation = people try to return to normal by providing food, water and shelter
- Reconstruction = start to rebuild infrastructure like houses education and hospitals etc. - QOL starts to return to normal and maybe increase
