What is the difference between a non contributory and a contributory state benefit?
contributory takes in to account NIC payments, non-contributory is a means tested benefit for those on lower incomes etc.
What was the effect of the welfare Reform Act 2012 on state beenfits?
transitioned lots of benefits in to a single universal credit
Why do advisers still need to be aware of previous benefits before they were rolled in to universal credit/
People are still in receipt of them, so need to understand them
Which act replaced the old system of bereavement payment with the new one?
Pensions Act 2014
What is the purpose of the bereavement support payemnt?
Meant to help towards costs of losing a partner

Does the bereavement support payment cover cohabiting partners?
Yes
How is the bereavement support payment paid?
as an initial lump sum up to 3.5k, then monthly instalments for 18 months afterwards
How do the rates of bereavement support payment change for those with children and without them?
2.5k for those w out children w £100pm instalments,
with children is £3.5k w £350pm
When can bereavement support payment claims be reduced?
Claims may be reduced if the partner died after 9 February 2023 and the claim is made more
than three months after the partner’s death.
What is the tax treatment of the bereavement support payment and how does it affect the benefit cap/
Tax free and not included in assessment of benefit income for benefit cap

Weekly payment - qualified if deceased spouse had satisfactory NIC record

List 3 other criteria for receiving Income support
- Not a full time student
- Low income and no more than £16k savings
- Working less than 16 hrs a week
- Not in receipt of JSA or ESA
- Usually available for those who meet the criteria and have a child under 5 or caring responsibilities,
Income support is not generally taxable, but when could it be taxable?
When a claimant is on strike
Or - involved in a trade dispute and is one of a couple & receiving a benefit for their partner
Now that income support is no longer available to new claimants, what must people claim instead?
Universal credit

For those out of work and looking for work
