Meal hours:
Not to be taken within first and last 1.5 hours of tour!!! with exceptions
MOS must be scheduled for 8 hrs to be eligible for meal.
MOS is eligible for meal if scheduled full tour and request an excusal from duty of3 hrs or less as long as MOS makes request prior to start of tour.
Extended Tour Over Time
- extended overtime for arrest or other police necesity
- meal may not be granted if it interferes with arrest processing etc.
- No rescheduling of meal period on extended overtime
- MOS who have taken their meal before the Extended tour may be granted a break or break periods
Meal at Details
- MOS should be granted 1 hr meal.
2 Outside exigent circumstances meal denied will be compensated either cash or time..
Expiration of tour
- Leave post and report to stationhouse
- Need relief.. call Desk Officer 1 hr prior to EOT
- RMP…. Remain with RMP until relieved.
- RMP Operator tells relief of condition of RMP and any incomplete assignments
Desk Officer
- Check Return Roll Call from previous Tour and as required.
- Conduct immediate investigation if member fails to sign return roll call
Members working 1800x0200
- when notified for court, training, etc will be rescheduled to 1600x2400
- If not notified on time then MOS EOT 2400 regardless if MOS reports at 1800

- Determine if service of Crime Scene Unit is needed

When calling Crime Scene Unit
- give exact location, address, apt. etc
- time and date of occurence
- type of crime committed
- Number of victims involved
- Hospital treating persons removed from the scene
Call Crime Scene Unit for the following:
- Rape (forcible)
- Assault with dangerous instrument and VIC likely to die
- Murder
- Burglaries involving forced safes or circumvented alarm
- Robbery and hijacking and someone is injured by a firearm
- Other crime where Crime Scene may be helpful.

- NYPD investigate matter
2. Expeditiously permit resumption of service.
Patrol Supervisor regarding Crime Scene Transit
- Respond to loccation and determine whether or not train service may be seriously affected.
- Confer with the ranking member of service.
- Be aware of the exact location where train is being taken.
- Utilize barriert tapes where appropiate.
- expidiate the crime scene investigation if train cannot moved
- if train can be moved… where to and send mos with it.
- Confer with Ranking Det. Bureau personnel on the scene.
Radio Motor Patrol Transport Reserve Surgeon
When a reserve surgeon requires transportation to render services within the city
Sick Desk Supervisor
Request that communications section dispatch a rmp to transport the surgeon.
Desk Officer regarding RMP transport of Surgeon.
Reassign recorder
RMP Operator regarding transport of surgeon
- transport sugeon to and from location as directed.
2. Notify communications section and desk officer upon completion of assignment

Transporting NON- Members of the service
- Recorder request permission from Desk officer or patrol supervisor
- Notify central at start and conclusion of trip.
RMP recorder regarding transport of NON-MOS
- obtain permission from Desk officer or patrol supervisor.
- Notify central at start and conclusion of trip.

a. time trip starts
b. id of persons tranported
c. place of beginning trip and end trip
d. purpose of trip
e. time trip ends
f. results of vehicle inspection
who is not required to carry Activity logs
- captain and above
- UMOS performing permanent admin duties or. Permanent clerical duties
- UMOS who prepare an IDAR.
UMOS reporting for duty make the following Activity log entries:
- day. date and tour
- Assignment including 2 primary conditions
- meal time
- name of operator/recorder of rmp
- school crossing or church crossing if applicable.

Activity log entries- assigmnents recieved
- chronologically indicate time recieved, type of assignment, location,origin. code signal. disposition and time completed and or given to central. if summons, enter summons number.
- task performed
- absence for post or sector or place of assignment
- rank and surname of supervisors responding to assignment
- information pertinent to an assignment or observed suspected violation of law, i.e. actions taken, narrative disposition, forms prepared with identifying serial number etc. include name rank and shield of off-duty MOS involved in off-duty incident.
- use blank side of each page for notes, diagrams, sketches etc.
- carry activity log in regulation leather binder
Unusual Occurence Reports Desk Officer
Notify Operations Unit and patrol borough command without waiting complete details.
2 Notify Commanding Officer/Duty captain to respond.
Reports of unsual occurence.
- Desk Officer prepares a preliminary report.
2 CO/DC results of the investigation.
The unusual occurence report form will not be used to report:
- Fire Arms discharge by UMOS (unless shot at)
- Labor Coalition incidents
- Investigating officer CO/DC deems incident inappropriate
- Prisoner unusual
Sprint Print out report attached to the following:
- Desk Officers preliminary report
- CO/DC investigation
EXCEPT if SPRINT identifies a sex crime victim BUT must not sprint not attached because it identifies sex victim.
Interrupted Patrol Log Desk Officer:
- Make entries under following captions:

Desk Officer - Maintain log under direct control at all times
- Review Interrupted Patrol log Frequently during tour to determine if presence in command is being expedited.
Interrupted Patrol Log additional data:
- CO will frequently will review log to see if stops in the command are necessary and if they are being expedited.
- XO will inspect and sign log once each tour
- DC will inspect and sign Log
Stop and Frisk
- Stop- to temp. detain a person for questioning.
- Frisk- a running of the hands over clothing feeling for weapon
- Search- place hands inside pocket or interior parts of clothing to determine if hard object is weapon
Stop Question Frisk Request P/S if:
Person being questioned refuse to identify self.
UMOS regarding SQF:
- inform Desk officer details of SQF
2. submit SQF to Desk officer of occurence
Desk Officer Duties SQF
- Review SQF
- Enter precinct serial # of SQF
- instruct MOS if report was not proper
- each SQF report gets its own precinct serial #
Other than patrol commands Desk officer will..
- contact precinct concerned and obtain next serial #
- Enter serial # assigned by precinct concerned in appropriate caption
- Review, sign, and photocopy UF-250
- Fax to precinct of occurrence (immediately)
- Original UF-250 delivered to precinct of occurrence within 24 hrs.
- Assign a command tracking # and record in the upper right hand corner of form.
- Make a copy in the commands SQF report binder
When do you do a UF-250:
- any time a person is stopped based on reasonable suspicion
- UF-250 not prepared when summary arrest or summons issued unless suspect was initially stopped for investigation based on reasonable suspicion
Reports of suspected terrorist activity made by CMOS…
Desk officer will make a command log entry
Suspected Terrorist activity:
Joint Terrorist Task Force ( reviews each case and either accept or refer it back to the Intelligence Division.
All leads referred to the Intel Division will be immediately assigned to the Intel Div. Leads investigation unit
Relating to Vice, Narcotics or organized auto theft
Vice Enforcement Coordinator, additionally, a telephone notification will be made to the Organized Crime Control Bureau, Field Operations Desk 24/7 when follow up investigation is necessary
